The challenge

Prairie Band, LLC is the parent company supporting more than five subsidiaries and joint ventures operating in the federal marketplace, each with its own project history, past performance library, and contract record. That structure creates depth of capability and expands access to opportunities. It also creates a knowledge management problem.

Because Prairie Band's proposal organization supports all subsidiaries and joint ventures centrally, proposal development often requires coordination across multiple project teams and entities. The proposal team supports every entity under the umbrella, which meant that pulling together a single response could require chasing down content from multiple project teams across multiple subsidiaries. With project leads spread thin, the team often resorted to manual searches through shared folders, hunting for the right past performance references, contract descriptions, and technical narratives. It was time-consuming, error-prone, and rarely the highest and best use of the proposal team's expertise.

The Sr. Director of BD and Proposals, who oversees the proposal, business development, and marketing teams, knew the team needed a way to bring all that knowledge together in one place. The starting point was clear: any solution had to connect directly to Prairie Band's centralized document repository and meet CMMC compliance requirements. Without that, nothing else mattered.

  • Faster content search
  • One search surface across the enterprise
  • Sharper bid/no-bid calls
  • SMEs starting from a draft, not a blank page
  • Adoption beyond the proposal team
  • A second set of eyes on every proposal

Why GovEagle

The Sr. Director of BD and Proposals had been using AI tools personally for years, so when leadership began discussing how to bring AI into the business, she was already thinking about which approach would actually scale. One senior leader floated the idea of building an internal solution. The team weighed it seriously, but the realities were hard to ignore: without a dedicated AI expert in-house, a homegrown tool would take significant time to build and would likely be limited in capability.

The team turned to the market and looked carefully at what was available for federal contractors, evaluating multiple platforms and paying close attention to integration depth, CMMC compliance, and the maturity of each vendor.

Two things stood out. The first was the integration with the centralized document repository. GovEagle could connect directly to Prairie Band's folder structure across every subsidiary and joint venture, indexing project history, past performance, and contract content while maintaining alignment with their CMMC compliance requirements. That removed the largest technical hurdle on the table.

The second was the conversation itself. GovEagle communicated clearly about how the platform worked and what it could do, and the team's track record with other federal contractors gave the Sr. Director of BD and Proposals confidence that the platform was already operating at the level her team needed.

The results

Past performance, across every subsidiary

Once GovEagle was connected to the centralized document repository, the proposal team had something they had never had before: a single search surface across every subsidiary and joint venture. Past performance that used to take hours to track down became available in moments. The team could cross-reference projects across entities, identify the strongest combinations of experience for a given opportunity, and even surface JV partners that made a bid more competitive.

The time savings were significant. The Sr. Director of BD and Proposals estimates the proposal team has cut at least 50% of the time it used to spend searching for and assembling content, and likely more. For a small business where most people wear several hats, that recovered time goes directly back into higher-value work.

GovEagle has significantly improved our efficiency. It's cut a minimum of 50% from our time to find and assemble content.

Smarter bid/no-bid decisions

The same cross-subsidiary visibility changed how Prairie Band approaches go/no-go decisions. The business development team uses GovEagle to vet sources sought notices and early-stage opportunities, pulling relevant project history to assess fit before committing capture resources.

That has cut both ways. The team has been able to bid on opportunities they previously thought they weren't qualified for, after GovEagle surfaced past performance that strengthened the case. And they've been able to walk away from opportunities they thought were a fit, after the platform highlighted gaps that would have been costly to miss later in the cycle.

Enabling SMEs to contribute faster

With more time and a richer base of content, the proposal team began preparing technical narratives ahead of SME involvement. Instead of asking project leads to draft from a blank page, the team builds out a working draft that incorporates relevant past performance and structures the response to the RFP requirements, then hands it back to the SME with clearly marked sections to fill in.

That shift has changed how SMEs experience the proposal process. They know exactly what content is needed from them, and their input slots cleanly into a narrative that's already taking shape. The technical depth gets sharper, and the team avoids the late-stage scrambles that come from starting too late.

Expanding beyond proposals

What started as a proposal team initiative has become a cross-functional capability. The business development team uses GovEagle for sources sought research and opportunity qualification. The marketing team uses it to pull content for capability statements and presentations. Even visual assets have come into play: a member of the proposal team began using GovEagle to generate visual summaries of past performance, surfacing project value, scope, and type into formats the team can drop directly into proposals and decks instead of rebuilding from scratch in InDesign.

That broader adoption was not the original goal. It became possible because the foundation was right: a single, secure, integrated knowledge layer that any team in the company could pull from.

We got more value from GovEagle than we initially thought we would, so we expanded usage from our proposal team to business development and marketing.

A granular second reviewer

Inside a live proposal, the team has built a tight workflow around GovEagle. RFP documents are uploaded into the platform at kickoff, and the proposal lead uses GovEagle to cross-check the compliance matrix she's built by hand, catching granular requirements that are easy to miss on a first pass. Previous proposals are uploaded in to seed new responses, with GovEagle restructuring prior content to match the requirements of the current RFP. And when the government issues amended solicitations without redlines, the team uses GovEagle to surface what actually changed between versions, instead of reading two long documents side by side.

The bottom line

With three teams now using the platform and a clear pattern of expansion, Prairie Band is continuing to push GovEagle deeper into their workflow. The proposal team is leaning further into the visual capabilities, exploring how to make tables, graphics, and project summaries more proposal-ready straight out of the platform. The team is also refining their prompts for amended solicitation comparisons, with the goal of making it a standard step in every active pursuit.

For Prairie Band, the throughline is consistent: bring the right content together, in the right place, for whichever team needs it. GovEagle has become the central platform connecting knowledge, content, and teams across a complex, multi-entity organization, and the team is still finding new ways to put it to work.
